New Release: v1.4.0

Finally, GNOME Commander v1.4.0 is released. This version is
dedicated to the former maintainer and main developer Piotr Eljasiak,
who passed away two years ago. Nearly all of the new features have been
implemented by him. Thank you, Piotr!
